However, underneath the grand exterior, Cooper's Bend is frought with crime and chaos. Out of the chaos emerged to large crime families, the Powells and the Greenes. They ran the city from the shadows, going undetected. That is, until the murder of the King family.
The entire family had been slaughtered, save one girl that had not been home at the time. There was enough evidence at the scene to arrest and convict the heads of the Greene crime family. When they were put in prison the rest of the family dispersed or left town.
Now with them out of the way the Powell family became even stronger, taking control of powerful individuals in office.
And now, plans of overthrowing the current government of Cooper's Bend have leaked out to the public. No one knows when it is going to happen or how, many think that it is just a conspiracy and nothing more, hoping that no one acts on the plan. The government and police are scrambling to unlock the plot and hopefully bring and end to this scheme before it begins.
